Mr Arthur Leo, in a lotter to "The Times," suggests that tho contributions of tho Dominions and dependencies bo utilised to fill tho gap between tho two keels to ono standard and tho 60 per cent, margin which tho Government has already adopted.

"Tho Times" interprets Mr Leo's ouggestion as 100 por cent, superiority of modern first-class armoured ships over tho next naval Power, and urges that it is not sound strategy to use North Sea standards as the universal Imperial criterion. It would bo better for Britain alone to meet all European needs, and allow tho ships contributed by tho Dominions nnd dependencies to be car-marked for servico elsowhere. A conference, should bo called to decide tho matter immediately.
