THE HOME RULE BILL. United Press Associttion—By Eloctrie Teiegr c p_—Copyrigh t. LONDON, November 25. In the discussion in the Houso of Commons on clauso 15 of the Horn© Rule Bill, dealing with the powers of taxation, Mr William Hayes Usher moved to remove the power of the Irish Parliament to vary any Imperial tax. Mr John Redmond said ho considered that tho first financial scheme waa a } good one. The new proposals deprived Ireland of certain powers, but tho Government had taken tha wiawc course, in which the Irish Party would acquiesce. The O'Brienito members of the House of Commons, believing that Mr |H. L. Samuel's amendments to clause 15 havo destroyed tho last vestiges of national self-government for Ireland, have rosoh-ed to abstain from discussing tho financial clauses. (Rcce:ved November 27th, 12.25 a.ro.) Mr Samuel's proposal to enable Ireland to reduce tho Customs tariff was not vital, and ns a largo number of Liberals objected to it, the Government thought fit to meet them. Mr Chamberlain asked the Government to justify tho principle which allowed tho Irish Parliament to vary the super tax and alter the conditions o*' exemption nnd abatements of tho income tax, but prohibited it from varying tho rates of tho Imperial taxes. Mr Lough and Mr Murray Macdonald expressed dissatisfaction with tho Government's decision. Mr Fisher's amendment was rejected by 284 votes to 107.

Mr Lloyd George is conferring with tho Committee of tho Medical Association regarding tho terms of payment for services under tho Insurance Act.
