DECISION" OF THE FULL COURT.

In connection with the Wonthaggf licensing case, in which Mr Watt, State Treasurer, was cited for contempt of Court for refusing to obey a mandamus t<> grant a liquor license at Wonthaggi, tho Full Court upheld his refusal, on the ground J that Neal, the applicant for j tho license, was not the 0110 under whose name the application was made. The Court ordered that tho j writ of mandamus, against Mr Watt i must not issue, at the tamo time ruling that Mr Watt as Treasurer was not a j privileged person and must obey the law like anyone else.
