(Received March 18th, 10.40 p.m.) BERLIN, March 13. Herr Wermuth repeatedly opposed Admiral yon Tirpitz's projects on tho ground that Germany's financial position did not justify the maintenance of both a supreme army and navy rivaling Britain's.
