PANAMA, February 29,
Mr Philander Knox, Secretary, of Sta'to, who is touring the South American Republics, addressed a public gathering here, and asked for broader confidence and closer sympathy between tho Republics. He assured his hearers that all the Latin American Republics were united, and stated that the American Government's policy was without any sinister motives, although it was often misinterpreted. The opening of the Panama Canal would show out in greater relief the wisdom of the Monroo Doctrine.
