A PROTEST TO THE POWERS,,
(Received February 27th, 10.15 p.m.) CONSTANTINOPLE, February 27. Turkey has protested to tho Powers about the Italians firing upon Beirut twenty minutes after the first notice, and claims a violation of Articles 1, 2, and 9 of the Hague Convention.
