PREMIER SUBMITS PROPOSALS.
(Received February 25th, 5.5 p.m.) LONDON, February 24. The Premier has submitted to the coal-owners and miners important pro- j posals, requesting answers to them by Tuesday. IRONWORKERS RENDERED IDLE. Eight thousand ironworkers have been thrown out of work in Cheshire and Flintshire, owing to the inability of the miners to renew contracts.
