DR. SUN-VAT-SEN'S ARRIVAL.
LIKELY TO BE ELECTED PRESIDENT. * (Received December 29h. 12.25 a.m.) SHANGHAI, December 28. Dr. Sun-yat-scn's arrival has introduced a now and forceful element into tho revolutionaries' councils. It is understood that Dr. Sun-yat-sen will be forthwith elected President of the Provisional Government, of the United Provinces of China.' He will form a Cabinet, and issue a proclamation embodying tho terms offered to tho Manchus and the Court,' in the event of a peaceful surrender, failing which tho campaign will proceed, and Peking will b 0 taken. •
