THE LEGISLATIVE COUNCIL LEADERSHIP.
(PRESS ASSOCIATION TELEGRAM.) WELLINGTON, August 1. When the Legislative Council met to-night, the Hon. J. McGowan niado a personal explanation as to his position of Acting-Leader of the Council. He had, he said, heen askeu by the Prime Minister and the Attorney-Genoral to carry out tho duties of Leader of the Council during the latter's absence. He had accepted the position, feeling it to bo an honour, and he was perFectly satisfied that he would get every assistance from the Council. (Hear, hear.) The Hon. J. E. Jenkinson said ho considered Mr McOowan's experience in tho other Chamber warranted his being placed in the position. The Hon. J. Rigg said the Standing Orders wore clear that a message from the Governor could only be presented by a Minister of the Crown, or somo person duly appointed by the Ministry. The explanation given by Mr McGowan was necessary, but it was not yet clear to him that a more formal communication should not have been received. Mr McGowau said no more formal communication -was necessary than the announcement ho had made.
