HAGUE TRIBUNAL DISCUSSED

LONDON, July 30. -The Universal Races' Congress discussed the extension of the Hague Tribunal. The Rev. T. A. Walker, law lecturer at Cambridge University, eaid that the tribunal could bo a Parliament for all mankind, if the countries so willed it.
