WOOLCOMBERS' STRIKE.
DISCUSSION ON PROPOSED ROYAL COMMISSION.

Fifty large woolcombing firms at Bradford have shut down. Gangs of strikers visited several works where the employees had not struck, and some disturbances occurred. The employers have determined to free themselves from the agreement which has hitherto tied their hands in dealing with night workers. Three firms'have granted the strikers' demands. -
ADDENDUM.

Mr Lewis Harcourt said the resolui tioii was another . step in • that policy j which was the governing note of the I Conference, namely, not Imperial concentration but Imperial co-operation. !In one respect the resolution migM bo misunderstood. He proposed to add: — '•'By what methods, consistent with existing fiscal nolicy, each part of the Empire's tradb can be improved or extended." This would show, Mr Harcourt said, that the commission did not intend' to make recommendations in regard to ono policy for the I/oniinions or tho Motherland'but to nlaco the whole Empire in a bettor position for future co-operation. Mr Fisher, Australian Prime Minister, said the resolution was a practical way of dealing with difficult questions. Tho Commission must look freely into every matter that was likely to afford useful information, and not degmatisa as to tho right methods by which the different countries should conduct thsir own affairs. It was essential that the Commission should include men of the highest standing. Mr Pearce, Australian Minister of Defence, said the proposal met the position practically, and would enable them' to deal with trade matters that wero at present in the air. Tho addendum was essential if workable decisions were desired. Mr Asquith stated that tho Conference was indebted to Sir Wilfrid Lanrier for a practical propo6ition that
