Tito wharf labourers refused a conciliatory suggestion made by Mr Hughes, Acting Federal Premier, regarding the handling of cement in bags. Mr Carmichael afterwards declared that the Government had only one duty to perform : that was to sco thit, where a body of men refused certain work, they did not prevent others from doing it. "-
