Chamber of Commerce communications regarding the Declaration of London, the Foreign Office invites attention to the improvement effected in maritime law. It states that if the Declaration is ratified neutral vessels will no longer be sunk, except under stringent and carefully guarded conditions. Food supplies will never again be declared absolute contraband. If tho rules are improperly observed or harshly interpreted by belligerents in the Prize Courts, an appeal will be allowed to the Hague Tribunal, which can be trusted to give redress.
