The "Vossiche Zeitung," in bitter articles, described Great Britain's and Russia's Persian policy as an attempt to hem in Germany commercially. It asks if at the present moment at any point in the world, ''two Powers believe themselves able to force us to bow to their dictation. Shall we recognise this as a condition of things existing for all time?"
