(Received April 26th, 12.15 a.m.) : LONDON, April 26. "The Times" sympathises with Mr Rider Haggard's protest that the political party machines are controlling - great numbers of the constituencies -> from tbo headquarters in London.
Mr contends that the foun- < - <3*tion of representation in the present ' - tircumstancea is money and. not merit.
