Lord Rosebery, in a letter, tusks for a definite, declaration from both parties regarding the reform of thc House of Lords. The Government wish the second Chamber to be _ pliant phantom, but the country docs not wish to give the Liberals carte blanche to deal with tho Constitution in any way they think fit. On the other hand, unless Mr Balfour gives a pledge, thoroughly unmistakeable, they might see a Conservative Government repeat the fatal error of letting the opportunity pass.
