Mr Asquith was received with loud Ministerialist cheers when he gave notice to move to-day:— "That the action of the House of Lords, in refusing to pass into law the financial provision made by the House of Commons for the service of the year is a breach of the Constitution arid a usurnation of the rights of the. Commons." . (Renewed cheers.) The prorogation takes place tomorrow. The Unionist leaders have resolved not to propose an amendment, but to give a direct vote against Mr Asquith's resolution. After Mr - Asquith's speech, Mr Austen Chamberlain will express the views, and Mr A. Henderson, the Labour Party's. The NationalI'ists will not participate in tho diviston Jon the resolution. It is generally agreed, irrespective *>f party, that in. a crisis of such gravity, prolonged discussion on a constitutional issue is out of place.
