FIGHTING NEAR TEHERAN. United Press Association—By Electrio Telegraph—Copyright. TEHERAN, July 5. Sharp skirmishing, with casualties, took place sixteen miles north-west of Teheran. The British and Russian representatives have warned th© Nationalist tribesmen and revolutionaries that further advance will entail the'arrival of foreign troops. (Received July 6th, 10.40 p.m.) LONDON, July 6. M. Peklewski-Koziell, Councillor of the Russian Embassy in London, has been appointed Russian Minister at Teheran. (Received July 7th, 12.5 a.m.) ST. PETERSBURG, July 6. Russia in a ciroular to the Powers notifies that the attitude of non-inter-ference already stated remains as the basis of her policy. The troops will be •withdrawn when foreigners' lives and property are safe.
