THE INCOME TAX.
(Received July 6th, 10.40 p.m.) NEW YORK, July 6. The Senate unanimously decided to submit to the State Legislatures a resolution embodying Mr Taft's recommendations for the amendment of the Constitution to permit of the levying of an income tax.
The New York correspondent of 'The Times" points out that.section 8 of tho Constitution gives Congress the power "to levy and collect taxes', duties, imposts, and excises," and section 9 provides that "no capitation or other direct tax shall be laid unless in proportion to the census or enumeration hereinbefore directed to be taken." But the Constitution fails to say what is or. is not a direct tax, and according as this may be decided the income tax — or is not legal.
