Tho Servian Note to Austria, whilo expressing reliance upon the Powers for the settlement of th© international aspect of the question, demands that Austria submit to Parliament tho treaty of commerce arranged in 1903. Tlie provisional arrangement expires on tho 31st in.st,. If Parliament is unable to ratify tho treaty, M. Milovanovitch, the Servian Premier, is willing to continue the existing arrangement throughout 1909. (Received March 17th, 11.45 p.m.) VIENNA, March 17., Austria is emphasising her reply to Servia by raising 66 battalions in Bosnia to a war footing, equivalent to adding 40,000 men to the army.
