The 'Otago Daily Times'' says some of the evidence in the Addington enquiry has pointed to the existence in the Railway service of methods that in their way have bec-n so characteristic of the system adopted in the past by the pubiic departments as themselves to form a species of "'Government stroke." The formalities to be observed in the Railway Department in order that even a simple matter of routine may be performed, are such as would: never be tolerated in any efficiently conducted concern under private management.
