GERMANY'S ATTITUDE.
THE KAISER CONGRATULATES AUSTRIA. BERLIN, October 17. A somi-of_ciai communique issiied in Berlin indicates that Germany will adopt a cool and waiting attitude with •regard to tho proposed' Conference, pending Turkey's and Austria's acceptance of the programme. The Austrian and German Press ridicule tho idea of Servia and Montenegro being compensated at Austria's expense. PARIS, October 17. The Turkish Ambassador at Paris is not favourable* to the proposed' programme, and is disappointed at th© oxtent of Great Britain's and Franco's sympathy. He considers tho proposed compensations illusory. BERLIN, October 17. The Kaiser has congratulated tho Emporor of Austria on his successful annexations, and promised him support.
