Mr Botbomley's amendment to the Licensing Bill, to make the time limit 21 years, was negatived by 257 votes to 119. Mr Asquitli announced that he was quite prepared to entertain the suggestion fhat for a short term of years, probably seven, after tho fourteen of the time limit, when old licenses wore re-granted, the re-grant would not require immediate' surrender of the, monopoly value—in other words, the State .would postpone resumption of the monopoly value of surviving houses until the expiration of an additional term. Mr Harcourt's amendment, bringing both "off-' and 'on" licenses under ,the timo limit, was carried. An "on" license is a license for tho sale of intoxicating liquor for consumption on the premises. An "off" license is a license tor iho salo of intoxicating liquor for consumption only off tho premises.
