Lyne stated that, even if the Surplus Revenue Bill did not pass the Commonwealth would not pay the IStates three-fourths of tho revenue balances for June. The sum. of £26X1,000 was required for naval defence, and £222,000 for old age pensions. Tho intention was to transfer "the Jun© balances to a -"rust Fund towards meeting these charges. By tho end of the year the States would have received £261,000 above the three-fourths whereto they were entitled.
