THE TRAMWAY BOARD.

We think th© Tramway Board did quit© right yesterday in refraining from making public tho report of tho Staff Committe© on the griovanoes put forward by soon© of the employees. Such differences as may exist aro very likely to bo given an undue importance by boing di_"cus6ed in public, whereas by tiie exercise of a lit-.© common sense and moderation on both sides' there 13 no reason why they should not bo satis-actorily settled without the need of any public die-cuss-on at all. Tho plan adopted by the Board, in short, i_ decidedly tho best in the interests of discipline, and likely to facilitate th© chaiices of a satisfactory sett-e_n»nt. We are glad, also, to see that tho question of concession tickets haa been referred to the Fares Committee, with a view to its reconsideration. We have littlo doubt that by acting liberally to the public tho Beard will not only regain their popularity, which has received a -ordownat severe shaking of late, but tha± X from there being any benefit. It ia -hot© .that .the

timo-tobles are to receive a thorough overhaul and revision. We are not sure tliat such work is likely to be don© particularly well by a committee; the work is rather ono tho services of a trained expert familiar with the local conditions. However, we havo no doubt the committee will go very carefully into the question, with tho heh- of such expert advice as they are able to obtain. We agree with the Chairman, that it will not bo possible to avoid "bunching" altogether, or to make absolutely perfect connections bo- | tween all the trams. There is, howI ever, room for an immense reform both in these respects and also in diminishing tho waste and inconvenience entailed by tho practice of keeping cars waiting for a long timo at the termini when they might be very much more profitably omployed in giving a more frequent service. The correspondence which has appeared in "The Press" regarding th© tramways, hos achieved a useful purpose in inducing the Board to reconsider tho questions which have been agitating tho public mind, and it might be well now to postpone further comment until the committees have presented their reports.
