Tiio German semi-official Telegraph. Agency, in recording tdio opinions of the Australian newspapers relative to the "Cologne Gazette's" suggestions in connection with the New Guinea boundary, adds that Germany, by virtue of her control of the lower course of the river Hira, holds the advantage. It will bo for iher, rather than for Australia, to impose conditions in any coming negotiations.
