T A.DIES .'.ND GEXTLEMEN.In complianco with the, . wifh of {!•<? majority of lh& members of the Council, and also of » lar<;c number of the Rafcepay<yr?, I rrive* consented to l:e nominated for tflo office of Mayor cf the City. During the period I liavj" occupied the chair I Jwvjj always etrdeavoured to initiate ar.d to carry into practical c/loct a. policy r.f progress, ooinbiucd with prudence, tmtl calculated to advance the iniereKts of tho City bas hnd my warmest sun port. l*V>r many years past tho preat and grossing, want of tho City was a High Pressure Witter Supply, both for Sanitury r..nd Firo Prevention purposes. 1 consistently and persistently advocated the carrying out cf ilr Dobwin's pchanie, ar.d toc-k a prominent part in emliJivoiirin,<r, .and with sucocfe, to obtain the consent of tho ratepayers to a loan for tho purpose. Another subjoct in which I took a warm interest was Hie provision of Municipnl Baths. This also, alter a considerable, umount of work. 1 was mainly instrumental, with the help of the Swim mine Association, in carrying to a. practical conclusion. I havo always been in favour of the establishment of a Municipal Market, which, is gmatly wanted in our City. I havo always held vary strongly the opinion that Chrisieburch would, if wo.provided cheap electric power, become tho cfef manufacturing City of the Dominion, which would mean prcat prosperity to this City, and aleo a great enhar.cement in Lho \~aluo of property in and around Christchurch. With a view io : obtain this result, I have most strenuously urged that wo should increase our supply of electrical power, either from tho Waimakariri or elsewhere, and if re-elcictcd this is a work to which I ehall devote my energies, and endeavour to pueh forward same as ntpidly ur possible. The Canal Scheme is another work which, in my opinion, should, if the report of tho Enj-ineer when, sent out is favourable, be taken iv hand vigoroualy. If you do mo the honour to elect mc as Mayor, I will, as in the past, devote nil my energies to the development of .the same policy of progress, combined with prudence, which I have been able, with, your assistance, and thnt of the Council, to ccc successfully carried out during my term of office.
