I havo always held vary strongly the opinion that Chrisieburch would, if wo.provided cheap electric power, become tho cfef manufacturing City of the Dominion, which would mean prcat prosperity to this City, and aleo a great enhar.cement in Lho \~aluo of property in and around Christchurch. With a view io : obtain this result, I have most strenuously urged that wo should increase our supply of electrical power, either from tho Waimakariri or elsewhere, and if re-elcictcd this is a work to which I ehall devote my energies, and endeavour to pueh forward same as ntpidly ur possible. The Canal Scheme is another work which, in my opinion, should, if the report of tho Enj-ineer when, sent out is favourable, be taken iv hand vigoroualy. If you do mo the honour to elect mc as Mayor, I will, as in the past, devote nil my energies to the development of .the same policy of progress, combined with prudence, which I have been able, with, your assistance, and thnt of the Council, to ccc successfully carried out during my term of office.
