LEGISLATORS INCREASE THEIR SALARIES.

New Zealand and Australia are not tho only countries in which members of Parliament have increased their salaries without consulting their constituents. The samo thing was done in France recently, and the following statement by the Paris correspondent of "The Times" is instructive in the circumstances:—"lt is a . long time since any by-election has caused such dismay in the French Legislature as that of M. Archini'baud, sen., last Sunday, March Bth. It will be remembered that early in the session the members of tho French Chambers quite unexpectedly raised their own 'indemnity' from 9000 francs to 15,000 francs (£3OO to £600). Their constituents did not like it, and have never missed an opportunity of manifesting their disapproval. In one instance, in the Department of the Drome, they returned a candidate (M. Archimbaud, jun.), who had promised to hand over the additional 6000 francs (£240) to his electors for purposes of charity. He was for that reason an unwelcome addition to the Chamber. By dint of close enquiry a plea was found for invalidating his election, namely, that he had evaded his military service. He was sent to his regiment, and a new election became necessary for the seat thus rendered vacant. On Sunday the samo constituency played the Chamber a trick by returning M. Archimbaud, sen., who, it is expected, will, with still more emphasis than his son, oppose the self-bestowed increase in the payment of members.
