scholarship to Henry Rands, fourth on tho Board's list. The candidato first on tho list, Henry D. Broadhead, had qualified for a Junior Scholarship awarded by the University, and under tl.o Board's regulations was not eligible to hold a Gammack scholarship. From a return submitted it had been shewn that in the Auckland, Hawke's Bay, and Wellington districts, and in scmo others, children competed for Junior Scholarships up to tho age of fourteen.

Mr Row© drew attention to the fact that twenty-one Auckland scholars had passed tho Board's scholarship examinations, whilst only three North Canterbury pnpil.s had been suofe-ssful. This, he pointed outt, was duo to the age limit in Auckland being fourteen years, whilst in North Canterbury it was only thirteen years in the bag schools. He was not in favour of extending tho limit to fourteen yeans. The brilliant scholar, ho 6aid, had no trouble in passing the Sixth Standard at the ago of twelve, so thero was no ncees-sity to raise the limit. Mr Buddo said he quite agreed with Mr Rowe th-at the stv.nll number of scholars \\ho had obtained scholarships in North Canterbury was no reflection on the capability of the children in this district. The report was adopted. The petition in regard to the Flax- i ton School was referred to tho Ap- I pointmentfi Committee. j The report of tho Normal School j ami Technical Committee stated that j the Director had reported that thir- ! toon new students had entered the Training College under Division B, there being one other to come at the end of tlio month, and two of those j whose applications had boon granted J had withdrawn.
