NO GOLD FROM FRANCE. LONDON, November 16. The "Financial News" says that with the continued outflow of London gold, events aro rapidly drifting towards a Bank rat© of 8 per cent. Mr Pierpont Morgan's negotiations to obtain gold from the Bank of France have failed.
