Dr. Ingram, Bishop of London, standing on a soap box, addressed an enormous'crowd, including millionaires, financiers, and brokers, near Wall street. Business was suspended. Baornart, a Belgian Minister, states that the Congo Parliamentary Commission emphasised the impossibility of the Congo raising 40 millions sterling needed for development, unless Belgium was able to guarantee the loans. The Commission thereupon agreed to give Parliament direct control of large loans, with power to veto minor loans.
