Clansmen and the scow Herald found the Captain.of the scow in fault for not showing a light setern, thoughhe saw tho Claneman overtnking her. Th« Court ordered tho captain of the ec&ir to pay the costs of the enquiry, end remarked upon the apparent ignorance of some cflptoine in regard to collision regulations* declaring that there trae much laxity, especially in regard to showing lights astern.
