SELF-HELP.
THE GOVERNOR'S ADVICE
(SPECIAL TO "THE PRESS.") WELLINGTON, October 13. Some sentiments on tho principle of self-help as a first step towards assistance from tho powers that bo were expressed with charming frankness by his Excellency tho Governor on tho occasion of tho opening of tho Wellington Arts Exhibition yesterday afternoon. Speaking on the subject of Government assistance to art societies, Lord Plunket remarked: "Really if you want to got something from the Government tho best way is to put your hands in your pockets. If you do that you have a better chance of succeeding in any appeal to tho Government for pssistanee." His Excellency, observing that there wero no Ministers present, went on to say: "1 think I am representing the feeling of my Government in this matter, although I may state tho position in a more bald manner than they would do therrsrlvos." His Excellency apparently did not notice the Minister tar Education, who was present in tho audience.
