VICTORIAN GOVERNMENT'S SCHEME. United Prase Association—By Electric Telegraph—Copyright. MELBOURNE, January 24. Under the scheme for encouraging immigration to Victoria, it is intended to credit any immigrant who selects land in London with any payment he makes on acconnt for passago money for bim*e.f and family as part of the first payment for tlie land. This immigrant will be met on arrival, and taken with his family free by rail to the land selected. If he should find on seeing tho land that it does not suit him, he will be refunded any payment actually made on account of the land. If ho decides to take another block the payments made on tho first block will be credited with them. A second endeavour is being raado to arrange with shipping companies for reduced passage rates for approved immigrants. Another novel provision is the "group system," under which a group of men acquainted with one another desiring to settle as neighbours will be allotted adjoining blocks. The Department will also give agricultural labourers and milking hands every facility and assistance in finding employment, and will endeavour to have work ready for them on arrival.
Tlie Minister is considering a proposal to encourage settlers t>uch as retiring Civil seivants, to came from India.
