THE RAILWAY REBATES.
CAPETOWN, September 6,
Tho Earl of Elgin has forbidden, the threatened railway rebates. If the Cape and Natal persist, the Earl of Selborno will level up the rates on the Oraugo River Colony lines to enablo Natal to retain the trade in the Northern portion of tho Orange RiveColony.
