The lateet official communique in St. Petersburg contains a surprisingly frank summary of the outbreaks and outrages and incitations of the army to revolt. It declares that the revolutionaries aro striving by violence to impedo the creative activity of the State and overwhelm the country in disaster. They must have been supported by the extremists- in the Duma, who endeavoured to usurp tho executive power. The revolutionaries are- now seeking to frighten the Government by a massacre of officials. The Government's mine are unalterable. This and that person may bo killed, but it is impossible to kili the ideal inspiring the Government, hence force will be met by force. Tho communique enumerates tho exceptional measures already referred to in the cables.
