REFORMS ANNOUNCED
ST. PETERSBURG, Sept. 6. It is officially stated in St. Petersburg that t : lio Government liavo established court martial prceoduire far political crimes awl increased tho penalties against revolutionary propaganda. They are. firmly determined to preserve order and have resolved on liberal reforme. Greater provincial autonomy will bo accorded., and they will establish Zemstvos in Poland and the Baltic provinces, introduce an income tax, and reform the police <a-nd other public services. Needless restrictions on t3ie Jews will bo removed forthwith.
