AMENDING THE CONSTITUTION.
MELBOURNE, September 5. Mr Deakin introduced a Bill amending tho Constitution, and giving power to impose special customs duties for special purposes. Such duties shall not bo subject to three-fourths return to the States, but shall be used 6olely by the Federation. Tho object is to provide funds for old ago pensions.
