Maxim Gorki has urgently appealed to French workmen to supply shot and shell to assist a general rising in Russia. ATTEMPTED ASSASSINATION. ST.PETERiSBURG, September 4. Terrorists unsuccessfully attempted to shoot M. Stupin, the popular Go-vernor-General of Nicolaieff. PUNITIVE COLUMN'S TERRIBLE METHODS. THE INNOCENT SUFFER FOR THE GUILTY. (Received September sth, 10.42 p.m.) ST. PETERSBURG, September 5. A policeman was shot at Wenden, in Lovonia, and a punitive column demanded the surrender of the murderer. Tho people replied that they did not know him, ho being a stringer. Fortynino of the people were arrested despite protestations of innocence, and the whole male population was summoned to tho scone of the murder. There the commander of the column selected two old men and a youth, and shot all three. Ho announced that in the event of another political murder nine Lotts would be shot, and in tho event of a third murder, twentyseven would be killed.
