THE HOUSE OF LORDS AND THE ALIENS BILL. (Received May 23rd, 1.40 a.m.) LONDON, May 22. In tho House of Commons Sir H. Campbell-Bannerman, replying to Sir Charles Dilke, said that the Crown Colonies would not be specially represented at the Colonial Conference, but India would be, represented. Sir H. Campbell-Bannerman assured Mr Ward, one of the Labour members, that the Government considered that tho House of Lords acted unconstitutionally respecting tho Aliens Bill, merely btcau&e the Government did not take up the Bill.
