LONDON, May 24. The Paris journal "Le Temps" reproaches, the Russian Constitutional Democrats for and Gays they ought to limit their efforts to securing powers to initiate legislation and ministerial responsibility. The Democrats retort that the Duma had not voiced, popular demands the members would have been accused of betraying the people.
