FRIENDLY SPEECH BY PRESIDENT ROOSEVELT.

President Roosevelt, in welcoming fifty veterans of tho German Army, said that many Germans were now American citizens, and expressed to the Gorman Ambassador the belief that the Algeciras Conference would render French and German relations more friendly. Tho President heartily congratulated tho Kaiser and the German people on the work accomplished at Algcoiras. The ties uniting Germany and the United states, he said, were many and close, and the prime object of the statoinanebip of the two countries Wias to knit the two nations closer together.
