The '"Moscow Gazette" states that it is impossible for tho Czar to accept rebels «nd traitors, like the constitutional democrats, as representatives of the nation. Tiie Czar's attitude ie more rcspudtful. He declares ho will receive no more Bureaucratic or reactionary deputations, pleading as an excuse that he is too btusy.
