TOGO'S MAIN SQUADRON.
ROZHDESTVENSKY'S MOVEMENTS. A RUSSIAN EXPLANATION.
LONDON, April 23. The Japanese Consul at Manila announces that Admiral Togo's main squadron will rendezvous south of Formosa. The Governor-General at Saigon refused to permit four Russian steHmers to embark coal consigned to them, but allowed them sufficient for their voyage. It is semi-officially reported at St. Petersburg that Admiral Rozhdestvensky has been informed of Japan's protest, and notified of tbe necessity for riot violating French neutrality, and is not remaining in territorial waters, if he actually used them.
