Admiral Rozjestvensky's report was received at St. Petersburg with a chorus of approval mingled with an outhurst of abuse against England. It is popularly considered that, after excessivo blustering, the British Government has practically submitted to Russia's wishes. Tlie higher officials consider that Great Britain scores by detaining the fleet. In America, it is generally thought that Great Britain has treated Russia generously. The cruiser Doris has sailed from Gibraltar for Larche, Morocco. • Thy» cruiser Lancaflter arrived at Vigo at full speed, and the commander interviewed Admiral Rozjestvensky and the Spanish authorities. The Lancaster is now patrolling the entrance of the harbour, while five British warships are outside Cies Island. Interviewed by the "Daily Chronicle's" Vigo representative, Admiral Rozjefjtvensky stated that the cruiser Aurora saw two torpedo-boats approaching at full speed. The Russians turned on their searchlights and noticed two floating mines close by. The order to lire was then given, and one torpedo-boat was punk. He knew that a secret nllianco existed between Japan and' Great Britain. There were a thousand reasons for tho conflict. Personally, he was disposed to lay down his life for the fleet, unheedful of the number of opponents. A French merchantman is off Cies Island. It is reported she has submarine mineaboard. ,
