An amendment by the Frecfoodera to . restrict the resolution to Mr Balfour's fie- ' cal policy m unfolded at Edinburgh, only found .thirteen supporter*. Mr Chaplin admitted that he • favoured ■the move, advanced view, bat it -warn,desirable to promote tho unity of the reexdution, and he wo* satisfied that-his section of tbje Conference was evidently averse to 'fiscal discussion. ■ Mr Balfour merely'remarked tihat if his writings and speeches were.read without determination to read into them what was not there, they would not be found to be either obscure,' difficult, or inconsistent.
