RUSSIAN NAVAL TACTICS.
Count Reventlow, a well-known navul writer, contributes an elaborate article to the V M Berliner TageMaft, in whjdh he analyses the fight* subsequent to a sortie from* Port Arthur on August 10th. Although there can be no doubt of Count Reventlow's pronounced Russian sympathies, this to how he sums up the result of his studies:—-"I cannot find words to express my opinion of the tactics ol ibe Russian squadron of battleships. In vain I.look, for something to compare'with the want of purpose, tho indecision,' and awkwardness which these ships have displayed • Their, leaders had not a glimmer of a uniform plan of operations, not a notion either of decided attack orr decided retreat.
