IN CELEBRATION OF VICTORY.

According to a. French correspondent in Tokio, an elaborate programme of festivities wa*> published in the town of Kobe for the celebrations on the fall of Port Arthur. Tho programme provided for fireworks m the hills as soon a« it was officially proclaimed that Port. Arthur had fallen nnd that Liaovang had been occupied. All the inhabitants of the town were to leave thenhomes and to assomble in tho streets shouting "Banzai!" in honour of the great events. In shops and factories where leave could not be given to all the employed to go out, a deputation would be chosen to join the persons crying out" "Banzai!? in the streets. After this all would repair to the temple of Nanko, there to revere the Mikado nnd to drink cups of Kiki, or rice brandy. Triumphal arches were to be erected, lanterns lighted at night, houses to bo decorated, vessels in tho port were to dsplay buntdng, and telegrams of congratulation were to be sent to tho staffs in the fields and to the Ministers of War and Marine.
