On the Arbitration Bill, in committee, Mr Watson moved a now clause prohibiting either party employing counsel. This wea strongly opposed, but was ultimately accepted. An amendment that leave of tho judge may be obtained to employ counsel was carried. Mr Watson introduced '. clauses applying the measure to overseashipping, so that foreign vessel* were made to comply with the same conditions as imposed on Iocs! shipping. Mr Deakin thought the clauses out of . place, their province being in tho Shipping Bill.
