JAPANESE PLAN OF ATTACK.
CAUSE OF DELAY. LONDON, April 24. A Seoul telegram states that the Japanese are preparing simultaneously to rush three points, including Port Arthur. It is reported in Wei-hai-wei that the original Japanese plans of campaign were stolen at Tokio, thus delaying the field of operations.
